Intent

This procedure provides the framework for the Building Coordinator program, details Building Coordinator responsibilities, and lists training opportunities. This procedure support practice directive UWEC 690, Building Coordinators.

Scope

This procedure applies to all Building Coordinators designated by the Director of Risk Management, Safety, and Sustainability.

Definitions

Building Coordinator: a UW-Eau Claire employee designated by the Director of Risk Management, Safety, and Sustainability that is responsible for the various administrative, maintenance, and safety responsibilities included in this procedure

Program Administration

The Director of Risk Management, Safety, and Sustainability will designate an employee to serve as a Building Coordinator for each building on campus. The Director reserves the right to replace a Building Coordinator at their discretion.

Responsibilities

Building Coordinators play a lead role in assisting in emergency preparedness and response for individual buildings, as well as communicating with service departments.

General
  • Serve as the primary building contact between faculty, staff, and students and essential service providers and emergency responders, if an emergency occurs.
  • Serve as a resource for building faculty, staff, and students to keep them aware of conditions that affect their environment.
  • Evaluate specific building needs and communicate any additional equipment for their building safety, as necessary.
  • Assist in ensuring emergency exits, evacuation routes, and emergency equipment are not obstructed and clearly designated. Building Coordinators are expected to inspect these once per semester.
  • Notify faculty and staff in a timely manner of routine building issues, such as fire alarm testing, water and electrical shutdowns, and elevator repairs, as well as energy conservation initiatives, waste and recycling efforts, and emergency preparedness and safety guidelines.

  • Serve as the primary contact for the maintenance of building systems, project activity, remodels, and building infrastructure.
  • Assist in coordinating the use of hallways and storage areas to remain in compliance with fire regulations; report maintenance as needed
  • Report complaints and perform initial investigation of building issues (heating/cooling comfort, lighting, unusual odors, noises, etc.)
  • Assist with coordination and notification when utility outages are requested and scheduled.
  • Assist with coordination and communication of operational issues with faculty and staff for construction projects, maintenance tasks, utility shutdowns, IT wiring and activities, and office moves in the building.
  • Assist with coordination of repairs of locks, building alarms, cameras, and access doors.
  • Assist in the process for issuing keys and granting card access, including the Key Authorization eform.
  • Assist and/or direct faculty and staff to the Lost Key Report eform when a key is lost, and notify Facilities (keysystem@uwec.edu) when a key is recovered.
Risk Management, Safety, & Sustainability

Risk Management, Safety, & Sustainability can be contacted at safety@uwec.edu.

  • Serve as a point of contact for safety and emergency preparedness information provided by UW-Eau Claire and other emergency management officials.
  • In the event of an incident in their building, serve as the liaison among Risk Management, University Police, and other leadership officials.
  • Assist building occupants in responding to campus emergencies when necessary, including fires, power outages, and floods
  • Communicate the location of campus Automatic External Defibrillators (AEDs) and serve as an information resource in the instance of an emergency; check the AEDs monthly (see the CPR/AED Training Program resource for more information)
  • Assist with the coordination of safety education, training, and scheduling of fire drills. During a building fire drill evacuation, report and act as a liaison with responding emergency services.
  • Notify building occupants about service interruptions (i.e., HVAC, lighting, water, electric, gas, etc.) that could affect laboratory operations and/or the use of safety equipment such as fume hoods, safety showers, eye washes or other departmental operations.
University Police

  • Report any security breaches in the building.
  • Report any losses of state property (e.g., furniture or equipment)
  • Report emergencies or hazardous conditions
  • Notify University Police of events that may require additional support due to size, parking concerns, or other similar issues
